Abstract

Purpose

The purpose of this paper is to establish the status of education for sustainability in the teacher education programmes in the province of Manitoba in Canada and to identify challenges and obstacles for mainstreaming education for sustainability in those programmes.

Design/methodology/approach

Using a multi-unit case study design, online programme information and data from interviews with faculty administrators and a convenience sample of faculty members from all five faculties of education in Manitoba were collected and analysed.

Findings

There is no systematic and focused preparation of teachers for education for sustainability in any of the Manitoba teacher education programmes. Three challenges for mainstreaming of education for sustainability are identified: lack of leadership, an unfavourable view of the role of education for sustainability and the silo-ing within faculties of education.

Research limitations/implications

The research is limited by its focus on the programme-based implementation of education for sustainability in faculties of education, which did not include any course-based implementation by individual instructors.

Practical implications

To address the challenges and obstacles for mainstreaming, the authors argue for joint leadership across the relevant institutional levels (government, university and faculty), and for establishing education for sustainability as a framework for responding to the purpose question of school education.

Originality/value

The study provides empirical evidence for some of the major challenges for mainstreaming education for sustainability in faculties in education and, by generalisation, all university faculties.

Ulf Bengtsson works for Motorola Inc. as an Organization Effectiveness consultant. In this role he works in the area of change acceleration, organization design, and other strategic OD initiatives. His undergraduate degree is in Organizational Communication from Cleveland State University and he earned a Masters in Management and Organizational Behavior (concentration in OD) from Benedictine University. He has done award-winning papers and presentations and has numerous publications on topics including organizational behavior, organization development, and appreciative inquiry. A Swedish citizen, he now resides in Chicago. Ulf can be reached at: Ulfl@motorola.com.Allen C. Bluedorn (Ph.D. in sociology, University of Iowa) is the Emma S. Hibbs Distinguished Professor and the Chair of the Department of Management at the University of Missouri-Columbia. He has taught and studied management and the organization sciences, first at the Pennsylvania State University, then for the last 23 years at the University of Missouri-Columbia. These efforts have produced seven major teaching awards, over 30 articles and chapters, and his recently published book, The Human Organization of Time (Stanford University Press, 2002). He is President of the Board of the European Institute for Advanced Studies in Management, and a member of the board of the European Operations Management Association.Fariborz Damanpour received his Ph.D. from the Wharton School of the University of Pennsylvania. He joined the Graduate School of Management at the Rutgers University in 1985. Currently he is a professor at the Department of Management and Global Business of the Rutgers Business School, where he served as the chairperson of the management department from 1996 to 2002. Prior to his academic career, he worked as an engineer, an organizational development consultant, and the manager of a start-up unit in a large organization. His primary areas of research have been management of innovation and organization design and change. His papers have been published in several management and technology management journals including the Academy of Management Journal, Administrative Science Quarterly, IEEE Transactions on Engineering Management, Journal of Engineering and Technology Management, Journal of Management Studies, Management Science, Organization Studies, and Strategic Management Journal. He serves on the editorial boards of the IEEE Transactions on Engineering Management, Journal of Engineering and Technology Management, and Journal of Management Studies.Joyce Falkenberg is Professor of Strategy and Associate Dean of the School of Management at Agder University College (HiA) in Kristiansand, Norway. She received a Ph.D. from the University of Oregon in 1984. Her dissertation focused on strategic change and adaptation as a response to changes in the environment. Her research has continued the focus on strategic change with an emphasis on implementation. Recent work has combined this emphasis with the strategy issues of congition, strategizing, and resource based perspective. Before coming to HiA in the summer of 2003, Joyce Falkenberg was a member of the faculty at the Norwegian School of Economics and Business Administration. She taught in many international programs, including NHHs Masters of International Business; executive masters programs in Russia and Poland; and held seminars in Latvia, China, Switzerland, and Germany. Falkenberg has served on the Executive Board of the Academy of Management Business Policy Division and on the Editorial Board of the Academy of Management Review.Mary A. Ferdig Ph.D., is Director of the Sustainability Leadership Institute in Middlebury, Vermont, a research and education organization dedicated to developing leadership capacity for building a more sustainable world. Her research interests focus on leadership for sustainable organizational and social change, grounded in complexity and social constructionist perspectives. She consults with leaders in not-for-profit and business sectors as well as teaching process consultation and leadership communication in the Management and Organizational Behavior Master’s program at Benedictine University and the Public Administration and Community Services program at the University of Nebraska, Omaha. She also serves as an External Examiner in the Doctoral Program in the Complexity Management Centre, Hertfordshire University, London, U.K.Robert T. Golembiewski is Distinguished Research Professor, Emeritus at the University of Georgia, where he is part of the Public Administration program. Bob G is an internationally-active consultant in planned change, and he is the only pracademic who has won all of the major research prizes in management: the Irwin in business, Waldo Award in PA, the NASPAA Award in public policy, two McGregor awards for excellence in the application of the behavioral sciences, and the ODI Prize for global programs in planned change.

Abstract

Purpose

This paper seeks to develop a mid-range theory of how change recipient sensemaking processes affect the realization of strategic flexibility during simultaneous change in professional service firms.

Methodology/approach

The research presented is based on an exploratory embedded case study adopting a qualitative interpretive methodology, conducted at a professional service organization. A sensemaking lens was adopted in order to study organizational change processes. Data was collected through semi-structured open-ended in-depth interviews, and analyzed using first and second order analysis, inspired by the methodology used by Corley and Gioia (2004).

Findings

We identified four determinants of change recipient sensemaking: professional identification, dominant organizational discourse, equivocality of expectations, and cross-understanding between thought worlds. Case findings indicate that cognitive and affective dimensions of change recipient sensemaking are strongly interwoven in their effect on realizing strategic flexibility.

Research implications

We contribute to the competence-based strategic management literature by introducing the concept of change recipient sensemaking in understanding the realization of strategic flexibility; by identifying four major determinants in a context of simultaneous change in a professional service organization; and by highlighting the interwoven and mutually reinforcing cognitive and affective dimensions of professional’s process of constructing meaning.

Abstract

Purpose

Broadband access plays a major role for economic growth and for social and cultural development of urban and rural areas. A provision of broadband infrastructure and services in these areas is not attractive for private investments because of a low or even negative expected rate on return. The purpose of this paper is to identify different modes of public private partnership (PPP) funding and organizational models of collaborations among public and private partners to establish broadband infrastructures. Decision makers get insights about innovative financial and structural models to bring broadband into rural areas.

Design/methodology/approach

Organizational and financial structures of PPP projects will be analyzed by six PPP case studies from the broadband sector in Sweden, Great Britain, and France. This research adopts a data triangulation approach.

Findings

A comparative case study analysis about “broadband‐PPPs” from different countries depicts that the organizational and financial funding models differ from project to project. PPPs represent a good alternative to build a broadband infrastructure through mutual collaboration between public and private partners. The examined case studies verify that a PPP is an appropriate instrument to implement broadband infrastructures, especially in case of market failure.

Research limitations/implications

The paper is mainly based on case studies. Thus, the significance of the derived results is limited.

Practical implications

Companies in the sector of telecommunication as well as decision makers learn about different financing models to implement broadband in rural areas and to increase broadband penetration.

Originality/value

This contribution shows that there are relationships among three key factors of PPPs: environmental conditions (risk, social structures, density of population, etc.), organizational model, and funding modes. This knowledge helps researchers and decision makers to measure different scenarios to bring broadband access into rural areas.

Abstract

The qualities which make a good police officer are often difficult to identify. Traits such as intelligence, common sense, dependability, and honesty appear more frequently than others in the police literature. This issue is complicated by two matters. First there is the difficulty in measuring job performance and linking job tasks to personality characteristics. Second is the importance of the police organization in influencing officer behavior, sometimes despite personal characteristics. This review of the literature examines the personality traits thought to be characteristic of a good police officer and discusses the difficulties of measuring as well as predicting good police performance.

Abstract

Purpose

The purpose of this paper is to analyze the influence of organizational culture (OC) on a firm’s environmental performance (EP) via the mediating variable of environmental management control systems (EMCS).

Design/methodology/approach

Data were collected from 314 Pakistani manufacturing firms via the questionnaire survey, and the structural equation modeling was used to test the relationships.

Findings

The stable and flexible values of OC affect the effectiveness of formal and informal EMCS. Informal EMCS mediates the relationship between flexible values and EP, whereas formal EMCS mediates the stable values and EP. Overall, the data reveal that the integration of environmental culture within an organization’s culture and control systems leads to improve EP.

Originality/value

The study is one of the first, to the author’s knowledge, that links OC, EMCS, and EP in a developing economy, in this case Pakistan.
